Background
The law recognizes that any English-speaking person has the
right to receive services in his or her language, as provided by
a regional access program. In spite of efforts made, steps are
needed to ensure greater access to health and social services in
English for English-speaking people and that these individuals
use these services in equivalent proportion to the
French-speaking community.
In order to improve access to services in English for
English-speaking people in Quebec, in 2004 the Community Health
and Social Services Network (CHSSN) developed the project
“Improving access to primary health care and social services for
English-speaking communities across Quebec” which was submitted
to Health Canada’s Primary Health Care Transition Fund. This
initiative, supported by the Ministère de la santé et des
services sociaux, was approved by Health Canada and received
funding of $9 950 000. The project was carried out between
August 1, 2004 and March 31, 2006.
Following a call for proposals within the health and social
services network, 37 projects were selected in 14 administrative
regions in Quebec.
Based on the results of these projects, a new initiative was
submitted to Health Canada’s Primary Health Care Transition Fund
in 2006. It is a logical continuation of the projects that were
previously implemented, in order to create sustainable outcomes
in the field. Health Canada is supporting this new initiative –
to be completed by March 31, 2007 – providing $3.4 million in
funding.
